Yep Core 2 duo processors are good and I have several desktops running them.
If you can up the memory to 8.0 GB you can increase the speed of that computer.
Look on ebay for some memory wade through the pages you can find good memory for cheap.

I feel that the best Linux distro is the one you are happy enough to use as your daily driver, the one that works as you expect/want on the equipment you use.
Agreed however I like and use several different Linux distros and have very few complaints with any of them on my old computers.

I check for updates every now and then but usually just wait until the update icon turns green figured that's what it's for.

The Wife just bought two Motorola Moto G tracfones from HSN for $59.99 each 1500 minutes / 1500 texts / 1500 MB data good for up to a year which is all we need we don't live on the phone or text much or do social media so they work well for us.

I tried getting all of this together and yes a lot of it works so well that I was unable to even use some accounts so yes it does work if a user has no need to access any accounts.
I also experienced the usable size of the desktop screen changing with all of the changes applied and it is annoying ...
