Nemo is installed from the debian repositories. Debian will not change the version of nemo untill the next stable release of Debian. Debian Stable may not have the latest version of some packages, because they value stability over newer versions of software.

If you are using "stable-backports," it can sometimes cause problems. But you may not be doing that. In Debian, stable-backports are pinned to 100 and you have to specifically choose the backports.
