KDE is a case apart among DEs insofar as the many KDE applications are designed and maintained by the same team and they're integrated in the whole ecosystem seamlessly. It was already low end in 2012, when it launched. It's capable but limited, no driver will change that.

I presume many privacy concerned folks are moving from Windows to Linux.
